Add INTERACT_ACROSS_USERS_FULL permission
Note this does *not* completely solve the crash bug: as currently
written, if the unbundled chooser is triggered, it'll try to execute the
intent but the permission token gets dropped because ResolverActivity
sees that delegation is *not* enabled, so the system will reject the
call, causing a different crash.
