Handlers should only be cleared and deleted once
- Removed handler clearance management from ModuleRegistry::StopAll().
- Ensured that handler instance new`ed and deleted in the same scope and file.
- Added a WaitUntilStopped() call after `stack_handler_->Clear()` call.
