Remove TARGET_USES_QCOM_BSP from vr/sensord
Removing TARGET_USES_QCOM_BSP because 1) it is broken:
QCOM_B_FAMILY, QCOM_BSP macros are defined but never used. 2)
conditional compilation must be eliminated from the framework-side code
so that we can build a generic system.img.
