SF: fix SurfaceFlinger freeze
When BufferQueueLayer errors in onFrameAvailable and
onFrameReplaced, it infinitely loops. This patch adds
a break when we get into the bad state.

Test: verified by vendor that this fixes their bug
and SurfaceFlinger_test
