GpuService: Add FeatureOverrideParser
Add the class FeatureOverrideParser to GpuService. This class parses
feature_config protobufs and converts the values to FeatureOverrides,
which is used by GraphicsEnv.
Feature overrides are used to toggle ANGLE driver features.
