Add remaining tone mapping support in Skia-RenderEngine
* Tone mapping HLG onto an SDR output
* Tone mapping SDR content onto an HDR output.
Bug: 164223050
Test: HLG HDR on youtube
Test: on Pixel 3 XL, play and close HDR media
