Adding property android.app.PROPERTY_RESTRICT_USB_OVERLAY_ACTIVITIES
in manifest. This property will be honored only for applications which
have MANAGE_USB permission(i.e only priviledged applications). If this
property is set on application which is in foreground when usb device is
attached then, usb flow would not resolveActivity.
If there is no application in foreground with this field set,
then usb attachment will start overlay activities.

lintable modules currently pick up files named "lint-baseline.xml" to use as the
lint baseline implicitly. This is confusing because you could end up using the
baseline files in more modules than intended. Lint also has a feature where it
requests you remove unnecessary findings from the baseline file, so something
could be necessary for one module, but unnecessary for another that accidentally
picked up the baseline.
We're removing the implicit detection of the baseline file, which requires
all modules using it to list the baseline file explicitly.

Adds supportsComplianceWarnings and getComplianceWarinings to support
querying non compliant USB port partner setups. COMPLIANCE_CHANGED
broadcast is broadcasted whenever a new port with non zero compliance
warnings list is added or when compliance warnings list changes for
an existing port.

UsbPortManager is made to support both AIDL & HIDL interface until
HIDL is deprecated eventually. UsbPortHal abstract class is defined
which the UsbPortManager grabs an instance of from UsbPortHalInstance
method to talk to the Hal implementation process. UsbPortHalInstance
queries the underlying hal implementation and instantiates UsbPortHal
with either UsbPortHidl or UsbPortAidl based on the IUsb interface
implemented by HAL implementation.

Over the years we've had several obscure bugs related to how SDK level
comparisons are performed, specifically during the window of time
where we've started distributing the "frankenbuild" to developers.
Consider the case where a framework developer shipping release "R"
wants to only grant a specific behavior to modern apps; they could
write this in two different ways:
1. if (targetSdkVersion > Build.VERSION_CODES.Q) {
2. if (targetSdkVersion >= Build.VERSION_CODES.R) {
The safer of these two options is (2), which will ensure that
developers only get the behavior when *both* the app and the
platform concur on the specific SDK level having shipped.
Consider the breakage that would happen with option (1) if we
started shipping APKs that are based on the final R SDK, but are
then installed on earlier preview releases which still consider R
to be CUR_DEVELOPMENT; they'd risk crashing due to behaviors that
were never part of the official R SDK.

Till now, Init scripts(property tiggers) are used define the
operation that needs to be performed when a certain gadget
composition needs to be enabled. Based on the user preference,
usb service sets the sys.usb.config which triggers the
corresponding property triggers in init scripts and usbservice
polls on sys.usb.state to infer whether the property triggers
have completed executing.
This CL makes UsbHandler class abstract to make init scripts
based legacy implementation and HAL based implementation to
share the common logic. The legacy init script based logic is
implemented by UsbHandlerLegacy and HAL based logic is implemented
by UsbHandlerHal. The decision on which one to initialize is
made depending on whether the device has Gadget HAL impelemented.
Since HIDL supports asynch calbacks, usb state management is moved
to the message queue to avoid polling incase of HAL based
implementation.
To switch to a new configuration:
1. UsbService calls setCurrentUsbFunctions and queues
MSG_SET_FUNCTIONS_TIMEOUT
2. If the setCurrentUsbFunctionsCb arrives on time,
then MSG_SET_FUNCTIONS_TIMEOUT is cancelled and
default functions are retried by queueing
MSG_SET_DEFAULT_FUNCTIONS if SUCCESS is not signalled.
3. If MSG_SET_FUNCTIONS_TIMEOUT gets executed, then,
default functions are retried by calling
setEnabledFunctions(null, false, mUsbDataUnlocked);
Also, for HAL based implementation config_oemUsbModeOverride is no
longer needed as hal can take of enabling oem specific functions.
