Remove native support for tracing in host runtime
Android tracing is not needed for host applications, and perfetto is not
supported on all host platforms. This removes android_os_Trace.cpp from
host builds of libandroid_runtime which also removes the need for
libtracing_perfetto to be a dependency for host builds.
