Add a new API android.icu.util.LocaleData
1. getDelimiter is useful to avoid quoted text in string resource
and reduce apk size

Two related methods, i.e. setNoSubstitute, getNoSubstitute, are used to
avoid using values in root locale
2. getMeasurementSystem, getPaperSize
