Use task bounds for recents touch region
In case the activity has surface transformation, e.g. display
is landscape but activity is portrait. So to have consistent
coordinates with screen, use the bounds of task.

Flag: EXEMPT bugfix
Test: Disable home rotation and swipe up a landscape app.
Immediately scroll the right side of the landscape app.
The app should not receive motion events.
