Load orientationWhenSet from disk
The field WallpaperData.mOrientationWhenSet is used by
WallpaperDataParser to store the legacy fields cropLeft, cropTop,
cropRight, cropBottom. If it is not reloaded after a reboot, these
legacy fields will not be stored, causing issues for backward B&R.
