[bc25] Introduce NotificationsShadeOverlay.
This CL only adds the overlay, but does not wire the corresponding user
actions or deprecate the existing NotificationsShadeScene which it will
replace.

Test: Added NotificationsShadeOverlayActionsViewModelTest.
Test: Existing unit tests still pass.
