Settings override for use_app_info_not_launched flag
Override the default false flag using global setting
Bug: 362516211
Test: settings put global use_app_info_not_launched 1
Manually test restore of app and ensure BOOT_COMPLETED is not
delivered to restoring app
Flag: EXEMPT bugfix
