TARE Factors: Keys and Default Values
Declares all the keys for the factors for both AlarmManger and
JobScheduler in the EconomyManager class. Also establishes all the
default TARE values for all the factors so that the user/developer could
revert the TARE settings to their default values if desired.

Test: Visual (Go into frameworks/base, open EconomyManager.java, see all
keys and default values listed)
