Fixing hide IME from a11y voice typing
Hiding the IME via A11y voice typing was not setting the requested visible types, but directly calling into IMS.
This CL fixes this bug and forwards the request to InsetsController, where the hide can start.

Test: manual: enable A11y Voice Access listening, show IME, say "stop editing"; IME should be hidden
