Add StaticSharedLibsHostTests as PackageManager presubmit
ag/16128725 doesn't trigger CtsOsHostTestCases in the presubmit
process. However, StaticSharedLibsHostTests in CtsOsHostTestCases
verifies the Static Shared library functionalities of PackageManager.
