Support touchExplorationEnabled on udfps
- When touchExplorationEnabled, touch events become hover events. This
updates UdfpsController to handle hover events so the user can still
authenticate when a11y options are enabled
- Update UdfpsView contentDescription
- Update LockIconViewController labels to support a11y
