Do not attach rotating starting surface to task
If the launching activity has the fixed rotation transform, then it
should be a fullscreen windowing mode activity (the criteria to
affect screen orientation). Even if mAssociatedTask is set, the
surface of starting window should remain in activity to follow
the rotation transform from activity. Otherwise the starting window
will show in different orientation.

Test: Hot launch a task from portrait home to landscape.
Case 1: the task contains a top translucent activity and
an opaque activity.
Case 2: the task contains a fullscreen embedded activity.
