Adjust unlock transition timings

Overall this:
 - increases the start delay of the fade in by 27ms (before the 25ms
   delay was taking effect twice)
 - increases the start delay of the fade out by 125ms
 - increases the icons unlock duration with swipe to unlock
 - increases the wallpaper fade in duration in all cases

 The transition is overall still shorter than before. The main reason
 for this timing adjustment is to avoid flicker and frame drops due to
 other performance issues, avoiding visible jank during transition.
