Apply size override for fixed rotation activity
When launching fixed rotation activity, the rotated display
configuration will be set from WindoToken#resolveOverrideConfiguration.
Why applying size override, if the fields of resolved configuration
were set, the overrides are skipped. And then after the fixed
rotation is finished and continues to trigger display change, the size
override will be applied that leads to additional config change.
Bug: 321168774
Test: Launch pre-v landscape app from portrait home.
Return to home and launch the app again.
The app should not receive extra config change.
