Making rebootPromptAndWipeUserData a SystemApi
RescueParty performs factory reset as the last resort to recover the
device. RescueParty uses 'rebootPromptAndWipeUserData' to perform this
operation. Since RescueParty is moving to CrashRecovery module, we need
to make it an SystemApi. Also adding appropriate permissions to it.
