[VRR] Disable moving view logic when window type is TYPE_INPUT_METHOD
Don't do frame rate boosting with moving views when window type of the ViewRootImpl TYPE_INPUT_METHOD. Otherwise, we will see refresh rate oscillates bewteen 60Hz and 120 Hz.
