Clear the "hasSensitiveContent" bit if connected to Wifi
When sending notifications to the SystemUi that have the "hasSensitiveContent" bit set, if the device is connected to wifi, clear the bit. We don't want system UI redacting the notification content (absent other redaction rules) based on OTPs if connected to wifi.
