[flexiglass] Change transitions involving notification scrim distance to 1:1
Changes swipe distance required for transitions involving the notifications scrim to be 1:1 with how much it translates during the transition. Also has the secondary effect of allowing for faster shade open/collapse transitions.

Test: manually verified gone <-> shade, lockscreen <-> shade, shade <-> qs transitions look correct
