Check transition participant to update wallpaper surface visibility
Because inTransition also checks parent, then if display is transition
target but wallpaper is not, the visibility update of wallpaper is
still skipped.
Fix: 391374022
Flag: com.android.window.flags.ensure_wallpaper_in_transitions
Test: Turn off screen and unfold, the wallpaper should be visible
immediately instead of showing at the end of transition.
