Update IME relative layer if it can be the control target
It handles the case from InputMethodManagerService#reportStartInput
with
Activity <- IME container LastRelativeLayer
- Base Window
- Dialog Window <- ImeControlTarget, ImeLayeringTarget
The LastRelativeLayer should update to Dialog window, so IME container
can show above Dialog.
