Copy PipTouchStateTest to pip2 unit tests
PipTouchStateTest is identical between pip1 and pip2, copy over the unit test class as well. For the following classes copied from pip1 to pip2, extra changes have to be made for the corresponding unit tests - PipController - PipResizeGestureHandler - PipTouchHandler Flag: com.android.wm.shell.enable_pip2 Bug: 376133026 Test: atest WMShellUnitTests:com.android.wm.shell.pip2.phone.PipTouchStateTest Change-Id: Ic6fc56c9e73471fb91593300a08c7dd646d6cb20
