Rename IS_MISO and IS_SHORT_FRAME constants name to align with the
getter This CL also adds some exception messages to share more details on the Frontend Status getter exceptions. Test: atest android.media.tv.tuner.cts Bug: 184017539 Change-Id: I0117dd48de21a7c77e1ae55f6ee67e0bbbda8076
