Whitelist AR|CO C11n FreeToEndUser (FTEU) ShortCodes
In AR and CO it looks like Motorola and other devices are
blocking the FTEU ShortCodes even though the are only being used for
Android N+ devices (android error SHORT_CODE_NOT_ALLOWED).
Interesting its only happening in a few countries.
Therefore, lets mark that as FREE Whitelisted to help avoid this issue.
