Add a way for platform_compat_config to be...
excluded from merged_compat_config.xml.
This will allow Ravenwood to use its own versions of compat-config.xml's
build differently from the actual ones, which will allow incremental
builds to be faster.
Flag: EXEMPT no changes to build behavior. New property defaults to
true, which keeps the original behavior.
Test: m nothing --no-skip-soong-tests
Test: Manual test -- make sure out/soong/compat_config/merged_compat_config.xml
doesn't change with and without this change.
