Monitor the ABI declared in CommonGlobalIncludes
The modules linked with the libraries in APEX implicitly include
CommonGlobalIncludes. A function declared in CommonGlobalIncludes can be
defined in any APEX. Therefore the ABI tool should consider
CommonGlobalIncludes to be exported by every APEX.
