Install cc_test files and configs in $(PRODUCT|HOST)_OUT/testcases/
Regular `m` builds installs cc_tests in data/, and generates an
additional installation rule to testcases/ (for use in atest).
This CL adds the latter in Soong so that tests can be found in `m
--soong-only`
Test: Set PRODUCT_SOONG_ONLY locally
Test: m installclean && atest bionic-unit-tests
