Reason for revert: The original CL got reverted due to a conflict with
aosp/2919307. That other CL got reverted so we can reland as-is.

Introduce a `CompiledCodeStorage` interface for callbacks to
`dex2oat` for storing code produced by `libart-compiler`.
Using this new interface, move `CompiledMethodStorage`
(this is a misnomer as it's also storing non-method thunk
code), `CompiledMethod` and `SwapSpace` to dex2oat/.

Separating out the structs from DexFile allows them to be forward-
declared, which reduces the need to include the dex_file header.

Enforce the layering that code in runtime/base should not depend on
runtime by separating it into libartbase. Some of the code in
runtime/base depends on the Runtime class, so it cannot be moved yet.
Also, some of the tests depend on CommonRuntimeTest, which itself needs
to be factored (in a subsequent CL).

Make code item fields private and use accessors. Added a hand full of
friend classes to reduce the size of the change.
Changed default to be nullable and removed CreateNullable.
CreateNullable was a bad API since it defaulted to the unsafe, may
add a CreateNonNullable if it's important for performance.
Motivation:
Have a different layout for code items in cdex.

Replace wherever possible. ART's base/logging is now mainly VLOG
and initialization code that is unnecessary to pull in and makes
changes to verbose logging more painful than they have to be.

The latest chapter in the ongoing saga of attempting to dump a DEX
file without having to start a whole runtime instance. This episode
finds us removing references to ArtMethod/ArtField/mirror.
One aspect of this change that I would like to call out specfically
is that the utils versions of the "Pretty*" functions all were written
to accept nullptr as an argument. I have split these functions up as
follows:
1) an instance method, such as PrettyClass that obviously requires
this != nullptr.
2) a static method, that behaves the same way as the util method, but
calls the instance method if p != nullptr.
This requires using a full class qualifier for the static methods,
which isn't exactly beautiful. I have tried to remove as many cases
as possible where it was clear p != nullptr.

Avoid undefined behavior for arm64 stemming from 1u << 32 in
loops with upper bound kNumberOfXRegisters.
Create iterators for enumerating bits in an integer either
from high to low or from low to high and use them for
<arch>Context::FillCalleeSaves() on all architectures.
Refactor runtime/utils.{h,cc} by moving all bit-fiddling
functions to runtime/base/bit_utils.{h,cc} (together with
the new bit iterators) and all time-related functions to
runtime/base/time_utils.{h,cc}. Improve test coverage and
fix some corner cases for the bit-fiddling functions.

Added pass manager to hold the state which used to be in global
variables.
Static variables caused issues with Runtime.exit since they are
destroyed by the global destructors while threads are still
executing.

Fix associated errors about unused paramenters and implict sign conversions.
For sign conversion this was largely in the area of enums, so add ostream
operators for the effected enums and fix tools/generate-operator-out.py.
Tidy arena allocation code and arena allocated data types, rather than fixing
new and delete operators.
Remove dead code.

Clean up the compiler: less extern functions, dis-entangle
compilers, hide some compiler specifics, lower global includes.

The compiler driver is a single object delegating work to the compiler, rather
than passing it through to every Compiler call make it a member of Compiler so
that it maybe queried. This simplifies the Compiler API and makes the
relationship to CompilerDriver more explicit.
Remove reference arguments that contravene code style.
