Clean up `HandleScope`.
Implement `Size()` and rename `NumberOfReferences()` to
`Capacity()`. Replace `Capacity()` with `Size()` where
appropriate, for example to avoid visiting unused slots.
Remove some obsolete dead code and move some functions
from `FixedSizeHandleScope<.>` to `HandleScope`.
