Introduce kMaxPageSize and kMinPageSize

This patch is part of the chain preparing for making kPageSize
non-constexpr in a future patch.

The introduced constants designate minimum and maximum page sizes
supported by the configuration with dynamically determined page size.

This also introduces ART_PAGE_SIZE_AGNOSTIC preprocessor definition
in preparation to supporting page size agnosticism. It isn't yet defined
anywhere, however there will be a subsequent patch defining it according
to the ctx.Config().PageSizeAgnostic() build system configuration.

Test: Same as for I5430741a8494b340ed7fd2d8692c41a59ad9c530.
      The whole patches chain was tested as a whole.
