ART: Start RuntimeCallbacks

Add a central RuntimeCallbacks structure to handle certain interesting
runtime events.

In a first iteration, add ThreadLifecycleCallback with ThreadStart and
ThreadStop. Move Dbg over to ThreadLifecycleCallback.

Add a test.
