Update the Android.bp files in the prebuilts by patching instead of
copying for the riscv64 hack.
They change too often, and it's a bad failure mode when the canned
ArtThinBuild.bp files are stale.
Also use cp -u to copy the riscv64 prebuilts, to avoid updating mtime
on them in every run.
Test: art/tools/buildbot-build.sh --skip-run-tests-build
on a clean tree

a second time on the same tree
