Do not build libraries that depend on deapexer rules.
It does not appear to be required any more, and when APEXes no longer
are installable by default in unbundled builds, these cannot be
extracted from them through the Soong deapexer logic.
Test: art/tools/buildbot-build.sh {--target,--host}
Test: art/tools/run-libcore-tests.sh --mode=device --variant=X64
in chroot environment
Test: art/tools/run-libjdwp-tests.sh --mode=device --variant=X64
in chroot environment
Test: art/tools/run-libcore-tests.sh --mode=host
(10 tests already failing, no regression)
