LUCI: Remove gcstress.ndebug and poison.ndebug (keep only debug)
We had arm.gcstress.{ndebug.32,debug.64,ndebug.64}, and
arm.poison.{debug.32,debug.64,ndebug.64} until recently.
I added two builders to make fully consistent
arm.{gcstress,poison}.{debug,ndebug}.{32,64}
On second thought, to preserve resource use, let's make it
arm.{gcstress,poison}.debug.{32,64}
The argument is that debug is superset of ndebug,
while we still test ndebug separately.
