Store all classes in the boot image extension for mainline BCP jars.
After this change, if we are compiling a boot image but no profile is
provided, we load and resolve all classes in the image.
This should fix all the regressions caused by aosp/2434294.

Test: See that the total size of ART files increases by ~2MB.
Test: Run oatdump and see that the classes in mainline BCP jars are
