Reland^2 "Introduce black-dense region in moving space"
This reverts commit 95362ffe17a4a40f3bf3dc6ebc116b4c4910d549.
Reason for revert: Fix crashes when CMC compaction is done in
stop-the-world pause. memcpy for black-dense pages in fallback mode was
missing.
Also increased the black-dense threshold to 90% to avoid RSS
regressions.
Test: art/test/testrunner/testrunner.py --host (in fallback-mode)
