Don't check if the profile exists on app startup.
When ART Service is enabled, we don't create empty profile files on app
install. Instead, files are created when we save profiles. Therefore,
the profile files don't necessarily exist on app startup.
Bug: 267126661
Test: -
1. Do the steps described in b/267126661.
2. See that the profile is saved.
