riscv64: Implement Riscv64InstructionSetFeatures::FromCppDefines
Assume kExtGeneric is always present, as its constituent extensions are
widely used in the interpreter, and supporting CPUs without them would
be infeasible.
Test: m test-art-host-gtest-art_runtime_tests64
