Always generate cache-info.xml when it doesn't exist.
This effectively makes odrefresh generate cache-info.xml on the first
boot because that's where we didn't generate one before this change.
The file will be read by the runtime and dex2oat to determine the
userfaultfd GC flag.

2. See cache-info.xml being the only file in dalvik-cache.
