Add more SuspendThreadByThreadId debugging output

Try to gather more information about what the target thread was doing
while we were waiting for it to suspend. This unfortunately requires
some significant code restructuring.

Also try redundantly triggering suspension on ARM, and CHECK that the
timeout code works more or less correctly.
