Turn off LTO for libopenjdkjvmti
Global ThinLTO was enabled by default and this broke some of
the ART tests e.g.
https://ci.chromium.org/ui/p/art/builders/ci/angler-armv7-non-gen-cc/3094/overview.
We can work around it by disabling it for some of our code.
