Initialize callback for pulled atoms after boot is complete
The change introduced in this CL should help to register the callback
for pulling the ART_DEVICE_STATUS atoms after the boot sequence is
completed, which should improve the situation we have now for which
>80% of devices are not able to correctly report this atom.
