Increase WaitUntilSingleThreaded timeout again
... mostly by sleeping for more than a millisecond after the first few
iterations.
We now have more confidence that the timeouts were caused by known
system daemons rather than some unexpected thread. We're unlikely to
get additional useful information from the timeouts, so it seems
better not to crash, even when the wait seems excessive.
I don't think this is necessary after the other CLs. But this should
reduce the failure rate a bit further, still.
