Move intrinsic recognition logic in inliner.
The previous place `TryInlineAndReplace` did not cover all cases we try
inlining. Because we always want to intrinsify, move the code to
`TryBuildAndInline`, which is always called.
Test: test.py
Test: 638-checker-inline-cache-intrinsic
