crowdin: Remove code and configs for branches < lineage-17.1

* We are about to remove the branches from crowdin
* Configs is unused since 2019 (13-15) and 2021 (final 16.0 sync)
* Code unused since cm-13.0 (hal_cm_all) and cm-14.1 (cm)
